Resource constraint and general administrative indifference to answer the road-concerned developmental issues has resulted into road safety in India as a major casualty. This is a difficulty of all times. It has been like that since mankind settled down to what later he could call his home. From caves to condominiums, villas, mansions, castles to palaces, it has been a journey of millennia. Man always lived at the place where there was water. Then as a settled agriculturist he made his home as that’s where his food came from. The industrial society made workers travel from their homes to their places of work. The increasing centralization and size of work places thus meant large number of workers reaching the same by all means – by foot and by all kinds of vehicles. Diversification of industries meant expansion of businesses and this meant increasing distances between residential and working places. In the west we have some extreme commuters who must travel as much as 200 km one way. In India places like Delhi and Mumbai mean long-distance travel which for an average man means as much as 70 km a day. This kind of growth in distances and resultant traffic are rather an unfortunate event, whatever may be the advantages, in the history of mankind. Traffic regulations for road safety, infrastructural expansion and policing roads are thus continually expanding areas which must address the increasing number of commuters, vehicles, expanding roads and the all that which is incidental to surface movement. Countries like India in particular and third world in general clearly have floundered on their way to keeping up with the demand of road safety on account of road traffic in India. It is not difficult to see and imagine the kinds of inefficient Indian traffic authorities which are there at the helm of surface transport in the country. Traffic situations in the metros like Delhi, Mumbai, Bangalore and Chennai thus are representative of the best that you could get. Places second to these are abrupt and shockingly poor in the road upkeep and traffic management.
